    Hint: प्लैनिंग किया गया की माइन खोलना है या बंद करना है तो उसके लिए नोटिस 30 दिन पहले CIM, RIM को देना पड़ेगा वो इसलिए की माइंस खोले की न खोले ? अगर CIM, RIM को लगेगा की कुछ और सुधार करना है तो वो सुधार करने के लिए बोलेगा फिर पर्मिशन दे देगा । अब माइंस खुल गया तो ये बताने के लिए भी मैनेजमेंट तुरंत एक नोटिस भेजेगा जिसमें actual date of opening लिखा हुआ रहेगा। माइंस खुलने का पर्मिशन के लिए 30 दिन पहले और खुल गया तो फिर दूसरा नोटिस भेज के तुरंत बताना होगा। तो इस प्रकार कुल मिला कर दो नोटिस की देने की बात है और दोनों फॉर्म 1A में हीं भेजना है। ध्यान दें की माइंस खुल गया तो नोटिस तुरंत CIM, RIM तथा DM तीनों को देना पड़ेगा। पर्मिशन लेते समय 2 लोगों को तथा सूचना देते समय तीनों को । बात सही भी लगता है की पर्मिशन लेते समय DM का क्या जरूरत है?
    It is remarkable to note that as per Mines Act, 1952, Notice of commencement shall have to be submitted to the Controller, Indian Bureau of Mines also but it is not mentioned in CMR 2017. commencement का मतलब है की शुरू करने जा रहे है शुरू नहीं किए है । माइंस को ओपन नहीं हुआ है, ओपन करने जा रहे है तो पर्मिशन लेना होगा और मिलेगा तो हीं ओपन होगा वरना नहीं होगा ।

    Hint: एक बार प्लैनिंग किया गया की माइन बंद करना है तो उसके लिए नोटिस 30 दिन पहले देना पड़ेगा, लेकिन किसी कारणवश बिना प्लैनिंग के बंद कर दिया गया है तो नोटिस तुरंत भेजना होगा । हालांकि इसमें इन्टेन्शन यानि की इरादा करने वाली बात तो है ही नहीं इसलिए नोटिस तुरंत भेज जाएगा जैसे की माइन में आग लग गया तो नोटिस तुरंत भेज जाएगा। इसके साथ ही साथ आग लगना dangerous occurrences भी तो है इसलिए दूसरा नोटिस फॉर्म 4A में भी भेजना होगा।
