आइये कोल माइंस रेग्युलेशन 2017 के अध्याय 1 को समझें ।
इस कोल माइंस रेग्युलेशन 2017 (CMR 2017) को The Mines Act 1952 के सेक्शन नंबर 57 का पालन करते हुए बनाया गया है। वैसे ही सेक्शन नंबर 58 के आधार पे माइन्स रूल 1955, क्रेच रूल 1966, वोकेशनल ट्रेनिंग रूल 1966, रेस्क्यू रूल 1985, कोल माइन्स पीट हेड बाथ रूल आदि को बनाया गया है। इसके पहले कोल माइंस रेग्युलेशन 1957 था, जिसमें कुछ सुधार करके ये नया वाला रेग्युलेशन यानि की कोल माइंस रेग्युलेशन 2017 बनाया गया है। इसे 27 नवंबर 2017 को ऑफिसियल गज़ट में पब्लिश किया गया था, और उसी दिन से लागू भी हो गया है।

(THE COAL MINES REGULATIONS 2017)
CHAPTER I
PRELIMINARY
- Short title, commencement, application and extent.-
(1) These regulations may be called the Coal Mines Regulations, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
(3) They shall apply to every coal mine.
( यह रेगुलेशंस केवल कोल माइंस के लिए है, उसी तरह से मेटल माइंस के लिए मेटेलिफेरस माइंस रेगुलेशंस एवं ओएल माइंस के लिए Oil माइंस रेगुलेशंस है)
(4) They shall extend to the whole of India. - Definitions.- (1) In these regulations, unless the context otherwise requires, –
(a) “abandoned working” means such working as have been abandoned with no intention of working in future;
( माइंस को बंद कर दिए की अब भविष्य में काम नहीं करना है तो वह हो गया अबेन्डनड माइन्स, उसी तरह से माइंस का कोई working को बंद कर दिए की अब भविष्य में काम नहीं करना है तो वह हो गया अबेन्डनड working.
(b)“Abandoned Mine Methane (AMM)” means a natural gas recovered from abandoned coal mines or part thereof;
( अबेन्डनड या बंद माइन्स से नेचुरल गैस निकाले तो वह अबेन्डनड माइन्स मिथेन कहलाता है। नेचुरल गैस में मुख्य रूप से मीथेन और ईथेन रहता है । )
(c)“Act” means the Mines Act, 1952 (35 of 1952);
(35 of 1952 का मतलब है की ये Mines Act 1952, उस साल का यानि की साल 1952 का 35वाँ नंबर का ऐक्ट है जो पार्लियामेंट से पारित हुआ है। )
(d)“approved safety lamp” and “approved electric torch” mean respectively, a safety lamp or an electric torch, manufactured by such firm and of such type as the Chief Inspector may, from time to time, specify by a general or special order;
(General ऑर्डर का मतलब यह है की चीफ इन्स्पेक्टर ने अगर ऑर्डर मे लिख दिया है की सेफ़्टी लैम्प या इलेक्ट्रिक टॉर्च फलाने BIS स्टैन्डर्ड का होना चाहिए तो वैसा कोई भी लैम्प या टॉर्च अगर उस स्टैन्डर्ड का है तो वह जनरल ऑर्डर के अनुसार माना जाएगा।
उसी तरह से special order का मतलब यह है की कोई खास निर्माता के लैम्प या टॉर्च या कोई भी प्रोडक्ट, जिसके लिए चीफ इन्स्पेक्टर के द्वारा ऑर्डर निकाला जाता है की ये फलाने माइंस में use होगा।
मतलब यह है की General ऑर्डर में किसी निर्माता का नाम नहीं मेन्शन रहता है लेकिन स्पेशल ऑर्डर में रहता है )
(e)“assistant manager” means a person possessing a Manager’s Certificate appointed in writing by the owner, agent or manager to assist the manager in the management, control, supervision and direction of the mine or part thereof, and who holds the rank immediately below the manager and superior to an overman and a sirdar;
(ओवरमैन के पास अगर मैनेजर का सर्टिफिकेट है तो उसको असिस्टेंट मैनेजर तभी बोलेंगे जब वह ऑनर, एजेंट या मैनेजर [O/A/M] के द्वारा लिखित रूप से ऑथराइज किया गया हो ।)
(f)“auxiliary fan” means a forcing fan or an exhausting fan used belowground wholly or mainly for ventilating one or more faces forming part of a ventilating district;
( वेंटीलेशन डिस्ट्रिक्ट के किसी भाग में अगर पंखा लगता है तो उसको auxiliary fan बोलते हैं और अगर पूरे वेंटिलेशन डिस्ट्रिक्ट को वेंटिलेट करता है तब उसको बूस्टर फैन बोलते हैं। )
(g) “average output” of any mine, means the average output per month during the preceding financial year of the total output from all workings within the specified mine boundaries;
( यहां फाइनेंसियल ईयर लिखा हुआ है मतलब की 1 अप्रैल से लेकर 31 मार्च तक का समय)
(h)“banksman” means a person appointed to superintend the lowering and raising of persons, tools and materials and to transmit signals at the top of a shaft or incline;
(banksman अन्डरग्राउन्ड माइन के माउथ पे खड़ा रहता है, घंटी बजाके सिगनल सरफेस पर ही वाइंडिंग रूम में ऑपरेटर को पास करता है।
(i)“booster fan” means a mechanical ventilator used belowground for boosting the whole current of air passing along the intake or return airway of a mine or ventilating district;
(booster fan पूरे वेंटिलेशन डिस्ट्रिक्ट को वेंटिलेट करता है। )
(j)“coal” includes anthracite, bituminous coal, lignite, peat and any other form of carbonaceous matter sold or marketed as coal;
(k)“Coal Mine Methane (CMM)” means a natural gas recovered from a coal mine or part thereof;
(यहाँ पे natural gas लिखा है, Natural gas, also called methane gas or natural methane gas, is colourless & highly flammable gaseous hydrocarbon, consisting primarily of methane and ethane.
